Barney Baker founded Baker Design Consultants in 1996 after an international career with the firms of WA Fairhurst & Partners (Edinburgh, Scotland) and TY Lin International (Falmouth, Maine). As Principal Engineer, Barney personally supervises all of the firm’s projects with hands-on involvement from start to finish.

With over 30 years of experience as a Civil Engineer, Barney has expertise in the planning, permitting, design, and construction administration for new developments in addition to the repair of existing facilities. His portfolio of structural projects includes bridges, buildings, piers, marinas, boatyards, boat/barge ramps, sea walls, coastal walkways, and bulkheads. Barney also has extensive experience with projects that address stabilization and protection of the coastal shore with erosion control measures that include beach nourishment, plantings, and soft and hard armor revetment solutions.

Barney Baker is a licensed Professional Engineer in Maine, a Maine DOT certified Local Project Administrator, and an active participant in numerous organizations that represent Maine waterfront and islands.

Barney is an avid sailor with coastal and offshore experience on both sides of the Atlantic. At one time, he maintained a USCG 50 ton license. He cruises the Maine coast each summer on his 32-ft Sabre sloop.

Travis Pryor, RLA / LEED-AP


Senior Project Manager

Travis Pryor utilizes his training in landscape architecture, community planning and environmental engineering towards the development of sustainable, context sensitive project outcomes for a wide variety of infrastructure and development projects. He is also an accredited professional under the U.S. Green Building Council’s Leadership in Energy and Environmental Design (LEED).

He received his BLA in Landscape Architecture from Virginia Polytechnic Institute and State University in 2001 while also studying in the biological systems engineering, and urban affairs and planning programs.

Travis spends time outside of work with his wife and two sons, enjoying art, music, sports, outdoor adventures and environmental stewardship.

Spencer Hallowell, EI PhD


Structural Engineer

Spencer Hallowell is a structural engineer with a unique background in composites design and offshore engineering. As a structural engineer Spencer assists in the design and analysis of bridges and coastal structures such as piers and floats.

Prior to Baker Design Consultants Spencer worked as a consulting engineer on various aquaculture projects in the state of Maine, and was an adjunct professor teaching a continuing education course at the University of Massachusetts. Spencer’s background in offshore design and structural engineering provides Baker Design Consultants with the technical expertise to pursue new and exciting projects.

Spencer received his PhD from Northeastern University in 2016, with a dissertation focused on the hurricane risk of offshore wind turbines, and breaking wave effects on offshore structures. Spencer also holds his MS from the University of Colorado Boulder, and BS from Bucknell University.

For fun, Spencer enjoys woodworking, cycling, and working outside on his farm.

Morgan Clements, EI


Graduate Engineer

Morgan is a recent University of Maine School of Civil Engineering graduate with a focus in geotechnical engineering, hydrology and transportation. As a graduate engineer, Morgan assists with all types of projects and does much of the drafting work.

Morgan’s recent completion of studies at UMaine, ability to thrive in a team environment, and strong interest in marine and coastal engineering projects allow her to assist well with many projects at Baker Design Consultants.

Morgan holds a B.S. in Civil Engineering from the University of Maine and is an Engineer Intern in the State of Maine. She has interned with TY Lin International as an Inspector General, and has worked as a Research Assistant on concrete strengths at the University of Maine.

Outside of engineering, Morgan enjoys playing clarinet in the Maine Pops Concert Band, hiking, and skiing.
